Measure S Special Tax Senior Exemption

Ravenswood City School District is primarily funded through public tax dollars, including state, federal, and locally approved funding sources. Parcel taxes are voter-approved local funding sources that remain in effect for a specified period of time. All revenue collected is used to support educational programs and services that are not fully funded by state or federal sources. Ravenswood City School District relies on locally approved parcel taxes to help fund high-quality educational programs, maintain small class sizes, and support student services across our schools.
 
We recognize that parcel taxes may present a financial burden for some members of our community. In accordance with California Code Section 50079 and the terms established in voter-approved parcel tax measures, certain exemptions are available, typically including exemptions for senior citizens.
 
Ravenswood City School District has contracted with Willdan Financial Services to provide administrative services relating to the Ravenswood City School District, Measure S Special Tax.

Senior Citizens who meet certain conditions are eligible for the Senior Citizen Exemption, which reduces the Measure S Annual Special Taxes by 100%.

Applications for the Measure S Senior Exemption must be submitted by June 15, 2026.

Who qualifies for the Measure S Senior Exemption?

To qualify for the Measure S Senior Exemption, an applicant must:
  • Be at least 65 years of age.
  • Own and occupy the property as their primary residence.
  • Meet all eligibility requirements established by the Measure S Special Tax.
Only one qualifying owner is required per parcel. Eligibility is subject to verification.

What documents are required?

Applicants must provide documentation verifying age, ownership, and residency. Examples may include:
  • Age: A government-issued photo ID showing date of birth (driver's license, state ID, passport, etc.).
  • Ownership: A property tax bill showing ownership and Assessor's Parcel Number (APN).
  • Residency: Proof of residency, such as a utility bill, voter registration, or other official document showing the property address.
Additional documentation may be requested if necessary to verify eligibility.

What is the application deadline?

Applications must be submitted by the deadline established for the applicable tax year. Applications received after the deadline may not be eligible for exemption until the following tax year.

Do I need to reapply every year?

Yes, the Measure S Senior Exemption must be renewed annually to continue eligibility and ensure all requirements are met. 

What if I move or sell my home?

The exemption applies only to the approved parcel. If ownership changes or the property is no longer your primary residence, the exemption will terminate.
 
A new application must be submitted for any different qualifying property.

What if my application is incomplete?

Incomplete applications or applications missing required documentation may be delayed or denied until all required information is received.
 
Applicants are encouraged to carefully review their submissions before submitting.

How will I know if my exemption is approved?

I already paid the tax. Can I receive a refund?

Refund requests are subject to the requirements and deadlines established by Measure S and applicable law. Eligible taxpayers should contact Willdan at 1-866-807-6864 for assistance.
